Initialize Validator Set
Initialize the validator set.
Now that we have collected the signatures for the convertSubnetToL1Tx, we can initialize the validator set using the signed SubnetToL1ConversionMessage.
You can think of this as confirming a cross-chain message from the P-Chain to the L1. The SubnetToL1ConversionMessage includes info about the initial validator set that was registered on the P-Chain during convertSubnetToL1Tx.
